摘　　要：本文从江苏经济国际化的战略高度出发，强调应坚持外向发展、优化经济结构。关键在于要调优主导产业，充分发挥产业升级换代的主导作用。也即要通过应用现代高新科学技术改造传统产业，软大较快地实现劳动密集型产业应有的后发优势。为此，应积极推行“科教兴省“战略，充分利用江苏在科技研发和人才培养方面的有利条件，大力扩张人力资本优势，以适应知识经济时代的客观要求，尽可能抢占高新科学技术前沿领域的某些个制高点，为江苏更好地参与国际经济合作与竞争打下坚实的基础。This paper emphasizes that Jiangsu should stick to out oriented development and optimizing its economic structure to form a strategic position of Jiangsu economic internationalization. The key is to optimize the leading industries and sufficiently perform the leading function of the industrial upgrade and regeneration. That is, by applying the high and new technology to reconstruct the traditional industries, realize the latecomers' advantage of labor - intensive industries, For doing so, we should actively carry out the strategy of 'Prospetive Jiangsu by Science, Technology and Education'. Sufficiently take use of the Jiangsu' s advantage in R&D and talent' a cultivation; expand greatly the advantage of human capital to adapt to the objective requirement of the knowledge economy; do our best to occupy some frontal high points of the high and new science and technology; build a solid basis for Jiangsu to participate the international cooperation and competition.
