摘　　要：该文依据华东地区 3省 12县 49个乡 174个村的村基本情况和卫生室的基本情况 ,包括人力、财力、物力各个方面调查 ,同时结合 35 1名村医、9781户居民以及各方领导意向 ,论证了村级卫生机构在日常经营活动中 ,重医轻防、重有偿轻无偿、重有收益轻少收益现象普遍存在。由于现有的防保工作内部动力不足 。This article demonstrates a situation that village health stations has been ignoring preventive function. The situation was argued as the key problem of the rural three-tier health care network in China. Village health stations paid more attention on beneficial services, ignored less profitable ones. The analysis of this article was based on a systematic survey covered 174 village health stations,49 townships, 12 counties within 3 provinces in east China.
