摘　　要：该文针对农村三级医疗预防保健网功能有失协调的根源和机制 ,提出了三级预防保健网的政策方案 ,通过政府、卫生服务组织方、卫生服务提供方的意向调查和模型模拟 ,论证了方案的理论内涵、必要条件、利弊和接受程度 ,结果可认为方案具合理性和可行性 ,为解决目前三级医疗预防保健网功能落实不到位的问题提供了政策思路。This paper provides an alternative of three-tied preventive network, which based on the mechanism to solve function coordination problems. Through model simulation as well as intention survey on health cares organizers and providers, the connotation, prerequisites, acceptability, advantages and disadvantages of the alternative are demonstrated. The results show that this alternative is rational and practicable, which offer a new idea to solve the focus problem.
