摘　　要：考虑到农村三级预防保健网模式中乡和村之间的协调问题 ,针对原有三级网有失协调的根源和机制 ,按照恢复三级网功能的四项条件 ,提出建立农村“县乡两级预防保健网”的政策方案 ,通过意向调查和模型模拟定性定量论证 ,该方案具合理性和可行性 ,为解决目前三级网防保功能落实不到位的问题提供了供选择的政策思路。In view of the difficulty lying on coordination of the relationship between township hospital and village clinic. This paper provides another alternative on two tied preventive network, which also based on the roots and mechanism to solve coordination problems. Through model simulation as well as intention survey on the health care organizers and providers, the connotation, prerequisites, acceptability, advantages and disadvantages of the alternative are demonstrated. The results show that this alternative is much rational and practicable, which offer a policy suggestion to solve the focus problem.
