摘　　要：在我国的行政管理工作中,普遍存在管理部门互设障碍、推诿塞责、各自为政的现象,我们称之为"斯诺克现象"。这一现象产生的原因是多方面的,它不仅大大降低了行政管理效率,而且严重损害了党和政府形象。要逐步消除这一现象,根本在于政治体制改革。In China’s administrative management,there is a phenomenon of barrier-creating and buck-passing between different managements.It is called "snooker phenomenon" which has not only lowered the efficiency of administrative management,but also damaged the image of the party and government.The writer of this article holds that the key to eliminating the phenomenon lies in the reform of political system.
