摘　　要：公共管理话语体系的变迁是政府行政理念和民主价值演变的集中反映,"服务、公民本位、社会本位"是服务型政府理论的基本话语。服务型政府建设不能局限于"公民本位"思想,而应当倡导"居民本位"的行政理念,构建"公民本位"的基本公共服务体系和"居民本位"的发展型公共服务体系。The development of discourse system of public management embodies a concentrated reflection of changes of government s administrative ideas and democratic values.By discriminating between the concepts and spiritual essence of the words "popular sovereignty,citizen-centered and resident-centered",the paper suggests that service-oriented government should not constrain themselves to the citizen-centered idea,but advocate the resident-centered administrative idea and build citizen-centered basic public service...
