摘　　要：各类路外伤亡事故不仅给国家和人民生命财产造成了巨大损失,也给铁路运输生产安全带来极大的危害。造成该类事故的主要原因有铁路管理工作的不完善、沿线群众安全意识的淡薄及其他客观因素。预防该类事故的主要措施是加大人力、物力的投入,以提高线路安全防范能力;加强路外宣传力度,提高群众安全意识;加强与地方公安工作的联防,构筑路地联防联控机制,以有效遏制路外伤亡事故。Railway casualties involving non-railway factors not only bring huge loss to the country and people s lives and properties,but also do great harm to railway transportation and safety.The main causes come from the imperfection of railway administration,the lack of safety sense of the people along railway and some other objective factors.The main measures to prevent the casualties include: investing more human and material resources to improve the railway guard and defence capability;giving wider publicity to...
