摘　　要：突发事件近些年来的频繁发生,不仅给我国经济带来了重大损失,也给人们的安全带来了严重的威胁。因此,在健全相关制度;研究突发事件预警和应急机制;及时科学处理突发事件的同时,有必要从国民安全意识、思想观念、社会心理效应、政治、经济、社会和人为因素以及来自大自然的"不测风云"等方面,探讨引起我国突发事件的构成原因,以便为进一步深入研究提供理论依据。Recent years,the emergency s occurrences frequently and it does not only brought the heavy economic loss to our country,but also gave serious threaten to people s safety.Therefore,when we want to promote the related system,research emergency forewarns and the plans and processing measures of how to deal with them,so that we can deal with them in time and scientifically at the same time.It is necessary to discuss the constitu- tion reasons that caused our country s emergency in recent years,in terms of the n...
