摘　　要：医药分开的目的是要解决医疗机构普遍存在的"以药养医"现象,切断医院、医务人员与药品营销商之间的经济利益联系,促使医务人员合理用药,避免医生开"大处方"吃回扣,这对缓解"看病贵"有益。但医药分开必须具备一些条件,如财政对医院的差额补贴、医疗服务技术收费价格的提高、实行药师的准入制度等,同时还要从药品源头上降低价格,综合应对,标本兼治,这样才能解决老百姓"看病贵"的问题。The purpose of "Drug and Medical Service Separation" is to reduce the phenomena of overdepending on drug selling income,avoid the relation among hospitals,doctors and drug seller,promote the rational use of drug,which is helpful to solve the problem of "Expensive Medical Treatment".But at the same time,some conditions must be obtained,such as balance subsidies,medical service price raising,licensed pharmacist admittance,only by which can be helpful to solve the problem of "Expensive Medical Treatment".
