摘　　要：医药卫生体制改革是关系民生的重大社会问题,《征求意见稿》自公布以来,在社会上引起强烈反响,有赞成的,也有反对的。《征求意见稿》较之1997年医改方案虽有不少改进和进步,但在某些认识上还存在不少误区,从公共管理的角度,对我国的医药卫生体制改革提出了一些与众不同的见解。Medical and health system is a major social problem of the people’s livelihood, "the draft" has been published since, have aroused strong reactions, in favor of, but also oppose it. "The draft" compared with 97 medical reform program despite a lot of improvement and progress, but some understanding that there are still many errors in public administration from our point of view, China’s medical and health system proposed a number of different views.
