摘　　要：在总结北方采暖地区既有居住建筑节能改造必要性及面临主要困难的基础上,对建立专项资金的必要性进行了分析,按照既有居住建筑节能改造相关者投资收益与承担责任相对等的原则,通过利益相关者分析,提出专项资金由中央政府、地方政府、私人业主、产权单位和供热企业分阶段按比例承担的筹资方式,并对专项资金的使用和监管机制进行探讨,为建立专项资金提供参考。Based on the analysis of the necessity and main difficulties encountered in energy-saving renovation of existing residential buildings in heating areas of North China,it is analyzed about the necessity of establishing spe-cial fund to provide financial support for energy-saving renovation of existing residential buildings.
