摘　　要：巴基斯坦俾路支省长期动荡不安。进入新世纪以来,巴政府采取以开发求稳定的战略,大力推动开发俾路支省的工作,在该省矿业、基础设施、教育等领域进行大笔投资,取得一定成效。但2005年以来该省爆发新一轮危机,其特点是重点袭击经济开发项目、袭击外国公民、表现出较强的国际背景。巴民选政府继承了前政府以开发求稳定思路。在危机缓和后,现政府初步采取了和解、国有设施重建与重新分配资源的新战略,表现出若干较明显的积极迹象。目前尚不能期待俾路支问题在短期内解决,但局势的缓和将为最终解决问题创造条件。Baluchistan Province of Pakistan has been in turbulence for long.Since the beginning of the new century,the Paki-stani government has taken a new strategy of seeking stability through development and has,to a certain degree,succee-ded in her efforts to promote development of Baluchistan with large amount of investment in the infrastructures such as mining and education in the province.However,since 2005 there has broken out a new round of crisis that is character-ized by attacking economic development proje...
