摘　　要：文章运用现代经济学的方法论分析跨区域调水制度创新问题,指出了造成水资源短缺的制度原因,并说明调水不能彻底解决受水区发展与可持续之间的深层次矛盾并可能使区域之间产生新的问题,然后运用博弈论和制度经济学说明制度变迁的方向,提出了制度供给途径,并针对南水北调中线工程受水区进行制度创新。The article analyzed the problem of water transfer cross-region using the methodology of modern economics in, and pointed out reasons of water shortage of regions. Moreover, it has explained that water transfer couldn’t solve the contradictions thoroughly between "development" and "sustainability" by water transfer.
