中国林业重点工程对农民收入影响的研究

摘　　要：本研究通过利用全国31省1997～2005年的农民收入、生产要素以及林业重点工程进展的面板数据分析得出:从全国来看,退耕还林工程、京津风沙源治理工程和防护林工程对农民收入是有拉动作用的,而天保工程与速生丰产林工程对农民收入有负面影响,对东部、中部和西部的影响又各不相同。建议调整林业重点工程实施的相关政策,采取区域差异性政策。We use panel data of farmer’ incomes, production inputs and Priority Forestry Programs of 31 provinces from 1997 to 2005 in China, we find that contributions of the Sloping Land Conversion Program, the Desertification Combating Program Around Beijing and Tianjin, and the Shelterbelt Expansion Program to farmer’ incomes are positive while Natural Forest Protection Program and Forest Industrial Base Development Program are negative.
