摘  要:工资收入是普通劳动者生活主要来源,是其最重要、最核心的经济利益。在我们全面建设小康社会的背景下,要求作为社会分配宏观调控的国家工资政策和工资立法必须兼顾效率与公平两个价值目标;作为劳动者合法权益的代表者和维护者的工会组织,应当是工资集体协商机制实施的领跑者;作为社会分配主体的劳动者阶层要直面社会现实,形成合力,争取自身利益;要完善立法,提升立法层次,增加罚则;建立专门的工资集体协商机构;建立和完善工资集体协商机制。Salary is the main source of living for ordinary workers and it is also the most important economic benefits.Under the background of building up a well—being society,as the macro—control of social distribution,our country's salary policy and the salary lawmaking must balance well between the two objectives of efficiency and equality.As the representative and defenders of legitimate rights and interests of workers,the trade union organization should be the front—runner to implement the mechanism of collective salary negotiation.As a main class of social distribution,workers should face the social reality directly and form a cohesive force to strive for their own interests.It is necessary to improve the legislative and enhance the legislative level and increase penalties.It is also imperative to set up a special institution for collective salary negotiation and to set up and perfect a mechanism for collective salary negotiation.
