北京市社区卫生服务机构收支两条线管理实施后服务提供方服务量变化初步分析

摘　　要：目的了解收支两条线管理实施以后,社区卫生服务中心(站)的整体服务量有无变化。方法采用问卷调查的方式,调查北京市489家社区卫生服务机构。有效调查458家社区卫生服务机构,按照调查的社区机构是否已实施收支两条线管理,分为实施组(202家)和对照组(256家),并收集有关数据采用SPSS 13.0软件进行统计学分析。结果2007年社区卫生服务机构的门急诊总人次、出诊与家庭病床服务量和公共卫生服务量(免疫接种除外)较2006年同期相比均有所增加,其中实施组的社区卫生服务机构的门急诊量和大部分公共卫生服务量的增长幅度均高于对照组,出诊和家庭病床的服务量略低于对照组。结论社区卫生服务机构的各项服务量指标较去年同期相比有所增加,收支两条线管理对门急诊总量和公共卫生的促进作用明显,但是出诊和家庭病床服务方面的工作有待于进一步加强。Objective To find out the changes of service quantity of Beijing community health service(CHS) institutions after the implementation of separated management of income and expenditure.Methods The questionnaire survey was conducted in 489 CHS institutions in Beijing,and the data was statistically analyzed by using SPSS 13.0 software.Results The total person-time visiting at outpatient and emergency departments,the service quantity of house call and family bed,and public health service(excluding immunization) quantity in CHS institutions were larger in 2007 than those in 2006.Compared to the control group,the increasing ranges of outpatient and emergency quantity and the most of public health service quantity in the intervention group were higher than those in the control group,but lower of the service quantity of house call and family bed.Conclusion The service quantity of CHS institutions has been improved to some extent as compared with that of the corresponding period of last year.The separated management of income and expenditure promotes evidently the outpatient and emergency quantity and public health service,however,the service of house call and family bed needs to be enhanced.
