摘　　要：This paper briefs the basic objective of pursuing Renewable Portfolio Standard (RPS), puts forward a thinking about the scope and three modes of RPS-implementation in China and enumerates other possible measures, such as public bidding on concession, exemption from value-added tax, to promote wind power exploitation and development.简介推行可再生能源配额制的基本目标,提出美于在中国推行可再生能源配额制的范围和3种能模式的思路,并列举特许权招标,免征增值税等促进风电发展的其他措施。
