摘　　要：根据统筹区域发展的战略要求,只有全面认识我国落后区域、膨胀区域和萧条区域的演变规律、特征和发展的主要问题,才能对问题区域进行统筹考虑,采取切实有效的区域政策和措施,根本解决区域发展中的落后病、膨胀病、衰退病等区域问题,从而实现区域的协调发展,达到统筹区域发展的目的。Regional overall integrated development calls for a fuller grasp of the change patterns,developmental characteristics and major problems of the backward areas,swollen areas,and declining areas before efficient regional policies and measures can be made to solve problems specific to the time and place of the areas so that the aim for regional overall integrated development will be achieved.
