浅谈我国城市流浪乞讨人员救助管理对策

摘　　要：文章分析了以《城市生活无着落的流浪乞讨人员救助管理办法》为标志的新的社会救助制度代替了在中国历史上沿用了20多年的收容遣送制度后,在实施过程中遇到的新情况、新问题,并从五个方面提出了相应对策。This paper analyses the new situation and new problems encountered in the implementation of the new social relief system,which marked the 'unfunded urban vagrants and beggars aid and management methods' and replaced the detention and repatriation system used for more than 20 years in China.It also gives corresponding countermeasure in five aspects.
