摘　　要：前些日子,一位不愿透露姓名的道路运输局局长向记者谈起挂靠。他说,挂靠经营和集约化经营是道路运输史的两个课题,挂靠经营不能一概否定,也不能一概肯定。你得承认它有历史起因,得承认现阶段还有存在的必然性。它最后一定会逐步走向集约化经营。但集约化经营不是对挂靠经营的否定,而是一种扬弃,一定程度上来看,集约化经营也是以挂靠经营为基础的。This Director refuse to disclose his name, he said that clear up the Guakao vehicle simplely is not advisable,Guakao Can not be totally confirmed or denied.You have to admit its rationality in the history,We must admit the truth that it has the exist inevita- bility now.Of course,it must tend towards the intensive management at last.
