摘　　要：农村政策执行偏离的主要原因是农村基层组织体制、机制和行为存在缺陷,政策执行资源不足,政策对象抵制以及政策本身的适当性存在问题。为此,应从基层政府体制入手,改进政策执行方式,完善政策监督机制,优化政策执行环境和资源环境,促进农村政策的有效执行。the main reasons for deviation of the implementation from the rural polices include the imperfection of the primary-level organizations system,and problems regarding the adaptability to the policy,etc.In short,this paper suggests that we should improve the implementation of rural policy from the primary organizations,perfect the policy auditing system,and optimize the implementation environment and resources to facilitate the effective implementation of the rural policy.
