摘　　要："三农"问题归根结底是农民收入问题。在社会主义新农村建设中,发展经济是基础,而农民增收是关键。对历史和现实进行考察,影响农民增收的因素固然很多,但从本质上看,主要是受资源、结构、市场和体制的制约;反映在制度层面上,则面临着一系列对政策、体制和机制的创新。当前,一定要按照"两个趋向"的判断,重新审视"三农"工作,跳出农业抓农业,城乡统筹抓农村,抢抓机遇促增收。要树立农村农民主体发展意识,整合利用政策资源、自然资源、社会资源、区域资源等各类资源,奠定和壮大促进农民增收的社会物质技术基础。要加快推进农业现代化;带领农民闯市场;大力发展劳务经济,广辟农民增收的多种途径。要转变思想观念,深化农村改革,强化科技支撑,推行民主管理,为农民增收创立可靠保证条件。The issue of 'Agriculture,Rural Areas and Rural Residents' is fundamentally that of rural income.Economic development is the foundation,and rural income growth is the key for building new socialist rural areas.There are many factors influencing rural income growth,and the essential is the shortage of resources available for rural income growth within agriculture and rural areas,as well as inadequate development and inefficient use of currently available resources;the institutional improvement involves a series of innovations in policies,systems and mechanisms.At present,the work of 'Agriculture,Rural Areas and Rural Residents'should be reviewed following the judgment of'the Two Tendencies'with a view to developing agriculture from nonagricultural perspective,and rural areas from the perspective of balancing urban and rural development for promoting rural income growth by seizing this opportunity.The awareness that rural residents are the top player in rural development should be established,and various resources such as policy resources,natural resources,social resources and regional resources should be made integrated use of to lay a foundation for promoting rural income growth.Approaches to rural income growth should be diversified: accelerating agricultural modernization;leading rural residents to getting access to markets;boosting labor service economy.Guaranteeing conditions should be created for rural income growth: getting rid of old consciousness;pushing forward rural reform;strengthening sci-tech support;putting into practice democratic management.
