我国农村环境政策的创新

摘　　要：由于农村和城市环境特点及造成环境问题的因素不同,现行的环境政策在农村的施行有其局限性。创新农村环境政策体系,应由政府管制性环境政策向引导性环境政策转变;自然资源保护政策由保护向保护和补偿机制并重转变;建立环境资源使用权让渡受益机制。Because of the different characteristics in the environments of the countryside and the cities and the different factors which leading to the problems of environment,the present environment policy is carried out with its limitation.To create the policy system for rural environment,government should transform its policy from controlling to guidance.As for natural resources protection policy,government should transform from protection to protection with compensation and establish the mechanism for obtaining profit from the rights of using natural resources.
