摘　　要：BOT项目融资方式在城市污水处理行业中得到广泛的应用,为了解决污水处理特许价格谈判中,政府和承办方忽视风险影响、缺乏合理风险分担机制的问题,通过调查研究数据的统计分析,识别出影响污水处理BOT项目特许价格的9个关键风险,同时给出相应的风险分担建议,为确定污水处理基础特许价格和调整机制提供参考。BOT projects have been widely used in the development of metropolitan wastewater treatment.During the sewage concession tariff negotiation,both governments and sponsors always neglect risk influence on pricing,and lack appropriate risk allocation between them.In order to solve the problem,nine critical risk factors have been identified which influence sewage concession tariff greatly by using questionnaire analyses.All these risk allocation suggestions have also been put forward,which can be used as references to the determination of the sewage concession tariff and adjustment mechanism.
