摘　　要：社区卫生服务是卫生体制改革的重要课题,本研究以国家关于卫生改革精神为指导,以上海市新华街道为研究对象,对当前看病难的现象进行了分析,并提出签订健康协议、简化看病程序、拓宽就医渠道等解决看病难问题的途径。Community health service is an important area in the reform of the country's medical care system. This research, taking Xinhua Community in Shanghai as a subject of study, analyzes, in the light of the guiding principles formulated by the State concerning medical care reform, the reasons behind 'the difficulty in seeking medical service'. It also presents proposals to solve the problem which include signing the health contract, simplifying the process of consulting a doctor, and widening the channels for medical service.
