摘　　要：前几年去武汉,发现出租司机经常与乘客调侃,称武汉市的出租车公司有“黄世仁”和“南霸天”,对规模大的公司暗寓褒贬。记者最近赶往湖北,却看到另外一番境况：出租车车型档次越来越趋向高档化、小型化；出租车公司正逐步从现在的挂靠、代理向规范化实体转变,并在部分地区率先出现了一些品牌企业的萌芽；从出租车客运市场运作机制来看,出租车客运市场正逐步向统一、开放、竞争、有序的方向发展；出租车已开始由大中城市向县城、乡镇发展,并迅速向广大农村延伸。Taxi is the most active traffic way in the city mass transit,is the important con- stituent in city synthesis transportation system,is the important supplement of city convention mass essential transit,is the demand important method to satis- fies the urban economy social activity to go out,is the city civilization window and the modernized important symbol.All over the world a lot of interrelated re- search indicate,some problems include transports strength question and so on scale determination and legislative work, system construction,and theory analysis,so thorough and systematic research on it is necessary. This main object of this investigation will found the taxi system thought which adapt Hubei province's situation,and take emphases on the key problems in the strength delivery scale,the manage- ment system,the legal system,the man- agement pattern.
