摘　　要：作为近现代产生的民族政治设想或设计,民族自治源于帝国统治与民族主义运动之间的矛盾,是双方相互妥协的产物,但并非是民族平等的体现。从本质上说,这种"以族划界,各自为政"的民族自治容易导致民族关系的疏远乃至民族分离主义的发展,不适合用以处理现代国家和公民社会条件下的民族关系。当代多民族国家民族政治生活的理性观念,应以保证国家主权统一建设和促进公民社会建设为前提,实行各民族团结共治而不是各民族分别自治;在中国,也应以此观念来认识和完善民族区域自治制度。The nationality autonomy is a modern concept or design concerned with the politics of nationalities. It originated from a compromise between the imperial governance and nationalist movement and is not an embodiment of the idea about nationality equality.
