摘　　要：VOIP作为一种新型的基于INTER网的语音技术在市场上有很大的发展前景。从介绍VOIP的实现形式及其引发的利益冲突入手,通过运用经济学工具对其社会福利效应和外部性效应进行分析,阐明VOIP技术的商用通过市场解决了外部效应并且提高了整个社会的福利水平。运用完全竞争模型的分析结果指出VOIP技术既可以促进市场充分竞争,又可避免重复建设,应该得到政府的支持与推广。VOIP as a new sound techniques based on INTER net has great prospects on market.This paper starts with the introduction of the realizing form of VOIP and the conflict of interest it raised,through using economic tool and the analysis of its social welfare effects and its externality effects,illustrates the commercialization of VOIP technique has solved the external effects and improved the welfare standard of the whole society.The analysis results gotten out by using of entire competition model point out that the VOIP technique can not only improve market competition,but also can avoid overlapped construction;therefore it should be supported and populated by governments.
