摘 要:英国社会保障制度以国家为主导 ,社会力量小 ,市场功能不足 ,表现出公平有余而效率不足的特征 ,这些特征主要从英国社会保障发展历史 ,英国福利观念演变 ,英国社会保障制度改革 ,英国社会保险模式 ,英国社会保障资金来源 ,英国社会保障经办机制等六个方面得以体现。英国社会保障制度有四点可以借鉴 :坚持公平优先兼顾效率 ,突出权利与义务的对等性和加强第三部门作用 ,实现社会保障资金增值多样化。British social security system, mainly supported by government, is insufficient in absorbing social support and giving play to social functions. Thus, it is characteristic of being abundantly fair and a little inefficient, which can be seen from the following points of British society: the historical development of social security system, the evolvement of social benefits concept, the reform of social security system, social insurance mode, the fund source of social security, and management mechanism. It poses four enlightenments to China to analyze the strengths and weaknesses of British social security system: giving priority to fairness while giving consideration to efficiency, giving prominence to the equity of rights and obligations, strengthening the functions of the third sectors, and multiplying the fund increase of social security.
