摘　　要：从人事政策、投入政策、法规保障、气象文化建设和组织管理等方面,论述了江西气象部门业务技术体制改革中的配套政策与措施,认为应进一步加强领导,发扬“管天为民、追求卓越”的江西气象精神,不断加强气象法规建设,建立和完善稳定可靠的公共财政投入机制,以及与多轨道、研究型、集约化、开放式业务体制相适应的岗位序列,实行全员岗位聘用制。要进一步完善人才培养、选拔和使用机制,建立以能力和业绩为导向的适合不同岗位的考核评价体系;健全和完善与岗位责权利相统一的分配、激励机制,建立与研究型业务相适应的人才流动机制,不断盘活人才存量,增加人才总量,从而为江西气象部门业务技术体制改革的顺利进行,为江西气象事业取得新的发展做出贡献。Discuss necessary policies and measurements of Restructuring Jiangxi meteorological operation technology system in respects of personnel policy, investment policy, rules and assurance, meteorological culture development and organization management. It's suggested that we should strengthen leadership, develop Jiangxi meteorological spirit of 'master weather for people and pursue remarkable achievement', enforce meteorological lows and regulation construction, build and improve reliable and stable public investment system and organization fitting for the system of multi-track, intensiveness, research and openness to carry out the personnel policy, modify the policy of training, promoting and appoint cadre to set up evaluation system with criterion of capability and achievement, complete distribution and encouragement system to integrate duty with power and interest and build personnel transferring policy to encourage existing staff and increase the number of staff. So that it would contribute to restructuring Jiangxi meteorological operation technology system and developing Jiangxi meteorological Jiangxi meteorological undertaking.
