摘　　要：在 192 3— 1937年山东权利归还中国期间 ,日本并未停止毒化山东的活动 ,只是方式由公开进口毒品和实行鸦片专卖制度转为走私进口和秘密贩运制售毒品。在日本驻济南总领事和警察的纵容包庇下 ,日本侨民以领事裁判权为护身符 ,在山东各地大肆贩运制售毒品 ,严重地毒化着山东社会 。During the period from 1923 to 1937 in which Japan returned the sovereignty of Shandong to China,it never stopped its activities of spoiling the province with drugs,though the way was changed from open import of drug and monopoly sale of opium to smuggling import,serect production and sales.Under the protection of the police and the consul general of Japan in Jinan,the Japanese in China took the consul jurisdiction as the amulet to transport,produce and sell drugs without restraint,which spoiled gravely the society of Shangdong and caused enormous losses in the lives and properties of the people.
