摘　　要：欧洲经货联盟源起于欧共体各主权国家的合意。在其权力制度中 ,政府间的财政主权合作与超国家机构独立行使货币主权并行不悖且彼此协调。但这种权力结构仍处于发展过程中 ,各成员国、欧共体 (多由其主要机构代表 )The European Economic and Monetary Union (EMU) originated from the acceptability of sovereignties in the European Community(EC).The cooperation of the financial power on intergovernmental level and the exertion of monetary power by supranational institutions are harmonized in the power system of EMU.While the power framework is still in progress.It is necessary for the arrangement among the power of member states,EC and the European Central Bank to be clarified and optimized.
