摘　　要：政府作为“公共人”在要素市场培育过程中作用发挥的程度取决于政府效率本身。从政府效率的重要性与紧迫性、政府效率的特殊性、政府效率的层次性三个方面进行必要的界说与分析 ,并揭示其内在的规定性。As the 'public man', how important a role the government plays depends on the government's efficency. The article makes a necessary definition and analysis of the importance and urgency, the specific characteristics and gradation of government efficency from three sides, and reveal the internal rule.
