摘　　要：首先对SOLAS公约的发展历史和修正程序作了简要回顾,然后着重对该公约的内容、构成、性质以及监控机制等方面的重要发展进行了较详细的分析和研究。SOLAS公约的内容已从船舶结构与设备扩展到船舶公司及港口设施;公约的性质已从纯技术性发展到技术与管理并重,特别是加强对人为因素的控制。SOLAS公约的监控机制,首先是通过船旗国来实施,而后通过港口国对到港的外国籍船舶实施监控,以达到"航运更安全、海洋更清洁"的目标。The SOLAS Convention and its amendment procedure are briefly reviewed, and then the significant development of its content, framework, nature, as well as implementation strategy is emphatically analyzed. The contents of SOLAS Convention are extended from ship's structure and installation to shipping companies and port facilities; the nature of the Convention is developed from pure technology to the combination of technology and management, with control of human factors being especially enhanced. The SOLAS Convention is first implemented by the flag State control, then by the port State control,in order to achieve 'safer shipping, cleaner oceans'.
