摘　　要：随着人类社会从野蛮走向文明,专制走向民主,刑罚这种最为严厉的法律,也逐渐地由重刑化走向轻刑化。而在刑罚整体轻缓化的趋势中,刑罚效益的获得就显得至关重要。而刑罚效益的优劣直接取决于刑罚成本的合理配置。如何在坚持刑罚朝着轻缓化发展的同时,还要保证刑罚的优效益呢?科学地合理配置刑罚成本不仅关系到刑罚的整体轻缓化的存在意义,也关系到刑罚自身的发展价值。While society has been developing along the path,from barbarism to civilization,and from despotism to democracy.Criminal penalty,the most severe law,also are developing from heavy trend to light trend.In the trend of whole criminal penalty alleviating,the beneficial results of penalty is the most important.Obtaining beneficial results of penalty lie on the costs of penalty is collocated reasonably.How do insist criminal penalty develop along the path of alleviation,and guarantee excellent beneficial results of penalty? Rationally collocating inner factors of penalty cost not only related to existent significance about trend of criminal penalty alleviating,but also related to penalty own development value.
