摘　　要：秦国统一山东六国的关键因素是吸引和重用外来人才的优良政策和传统 ,而六国衰亡的关键也在于缺乏连续的吸引和重用人才的政策和传统。The most important factors for Qin's unification of the six states in Shandong are the favourable Policy and tradition of affracting and putting in an important position talented people from other states,but the reason for the fall of the six states is the lack of the same favourable policy and tradition.
