摘 要:我国城镇泥石流灾害造成的人员伤亡和财产损失极为严重。受泥石流危害与威胁的近百个县级或以上城镇主要分布在四川、云南、甘肃、新疆、西藏等 10余个省市自治区。城镇泥石流减灾涉及诸多部门与因素 ,是个复杂的系统工程。本文以系统科学的观点 ,从城镇泥石流灾害防御系统、临灾报警与应急系统、抢险救灾系统等方面论述了城镇泥石流减灾系统的构成与功能。Many peoples have been killed and a great number of properties have been heavily losed by debris flow in mountain urban area in China. There are nearly 100 cities that are suffered, which are distributed mainly over the following provinces and municipality directly under the Central Goverment and autonomous regions: Sichuan, Yunnan, Xizang, Xinjiang, Gansu, Shaanxi, Chongqing, Hubei, Shanxi, Nei Mongu, Qinghai, Liaoning and Henan. Disaster mitigation of debris flow in mountain urban area is a complex systematical engineering due to involving many urban departments and factors. In the viewpoint of system science, this paper discussed composition and function of disaster mitigation system from seven aspects:defence system, fighting system, warning system, withdrawing personnel system, refuge system, rescue system, resumption and reconstruction system.
