摘　　要：党的十五届三中全会提出要大力发展小城镇 ,通过建设小城镇来拉动内需 ,促进农村经济发展 ,提高农民生活 ,以及使我国产业布局趋于合理化。由此掀起了一股建设小城镇的热潮 ,但在小城镇建设过程中又出现了—些不容忽视的问题 ,具体来说就是小城镇的定位不准确、规划布局不合理、缺乏经济基础、工业分散、建设资金短缺等 ,针对这些问题 ,可采取以下几点对策 :统一规划、合理布局 ,培育小城镇的经济基础 ,立足于市场机制发展小城镇经济 。The Third Plenary Session of the 11th Central Committee focuses on developing small towns to promote rural economy, improve people's life and rationalize the industry distribution in our country, so there is a great upsurge of urban construction of small towns.
