摘　　要：中国的行政区划改革在多年酝酿之后,业已大规模地展开。在改革的过程之中,随着旧体制弊病的揭露,新的问题也不断涌现,给我们的改革工作增加了新的困难,这都需要我们联系社会经济政治发展的实际情况,思考解决的对策。After making preparations for many years, Chinese administrative divisions have begun in a large area. With the disclosing to the abuse of the old system, new problems turn up continuously, which adds new difficulties to our work. All of these need us to think about the solving ways by means of considering about the real situation of the development of the economy and politics in society.
