借鉴西方公共财政理论界定我国财政职能范围

摘　　要：当代西方公共财政理论认为 ,市场经济条件下 ,公共财政的职能范围 ,是从纠正和克服“市场失灵”现象出发来界定的。借鉴西方公共财政理论 ,科学界定我国财政职能范围 ,消除“越位”和“缺位”,从而实现向市场经济所要求的公共财政职能范围格局转变。Contemporary Western theories on public finance hold such an opinion:Under the situations of market economy,public finance function’s scope is defined on the basis of rectifying and overcoming “market malfunction”.We should use Western theories on public finance for reference,scientifically define our country’s finance function’s scope and transfer to the public finance function rang pattern required by market economy.
