公安“打击与防范”治安效益分析

摘　　要：公安工作价值观理论对公安“打击与防范”进行成本收益比较分析,对它存在的问题从治安效益角度进行反思,提出相应对策:增强公安工作治安效益观念;将治安效益纳入公安“打击与防范”工作机制;增强公安工作成本意识,争取治安效益最大化;认真学习借鉴西方先进经验,提高公安“打击与防范”工作效益。This paper uses the theory of values of the police work to make a comparative analysis of the costs and gains of the policy 'Cracking down and Precautions' practiced by public security organs, point out some existing problems, and then put forward corresponding measures: to enhance the opinion of public order benefits; add the public order benefits to the working mechanism of 'Cracking down and Precautions'; strengthen the consciousness of costs; seek for maximum benefits of public order; further study the advanced experiences of the western countries and improve working benefits.
