摘　　要：本文对激励性政策及其在木质煤产业发展过程中所起的作用进行简要研究。文章首先分析了包括木质煤在内的新能源产业政策框架的形成机制,以及激励性政策在整个政策框架中的地位;其次分析了激励性政策的理论依据;最后通过市场竞争力的理论模型讨论激励性政策在木质煤产业发展过程中的作用变化情况。The paper focuses on the incentive policy and its effect in the development of woody coal industry.Firstly the paper introduces the industry policy framework for new energy that certainly contains woody coal and the role of incentive policy in the whole new energy industry policy.Then the paper discusses the theory basis for the incentive policy.At last,the paper makes a further discussion on the effect change of the incentive policy for the whole woody coal industry development by the model for the market ...
