摘　　要：重庆和成都同属长江上游经济区,具有悠久的合作历史,在长期的交往中.既形成了求同存异,互联互动、共谋发展的共同意愿,又孕育了"血浓于水”的特殊感情。可以说,成渝合作适逢天时,地利和人和。The year of 2003 was a glorious year for China. Having successfully resisted the impact produced by Iraqi War and SARS. China maintained the momentum of rapid economic growth. Following the 3 economic powerhouses of the Yangtze River Delta, the Pearl River Delta and the Bohat Sea Rim, the proposition on building the Yangtze River upper reach economic belt between Chengdu and Chongqing had eventually been placed high on the agenda. So, the Chengdu municipal leaders led a delegation to visit Chongqing in Dec. 2001 and Chongqing sent a party and governmental delegation to pay a return visit to Chengdu not long ago. It indicates the determination of the 2 cities to take concerted efforts to spearhead the western development drive. It is undoubtedly another spotlight that Chengdu and Chongqing join hands to build the Yangtze River Upper Reach Economic Belt in the ongoing western development campaign.
