摘　　要：WTO保障措施的重要作用正日益受到各国的高度重视。保障措施实质上是贸易自由化非均衡状态下WTO允许的一种贸易救济手段,是WTO的一种例外条款。我们应充分利用WTO关于保障措施的原则规定,全面考虑“公共利益”问题,慎重发动保障措施,同时积极应对国外对我出口产品采取的选择性保障措施。The important function of WTO’s safeguard measure is thought highly of by more and more countries.In substance,safeguard measure is a kind of trade relief measure permitted by WTO under the unbalanced state of trade liberalization,a kind of exception clause of WTO.We should make full use of WTO’s rules about safeguard measure,give consideration to the problem of“ publie interest”,carefully take safeguard measure and at the same time actively deal with the selective safeguard measure and at the same time actively deal with the selective safeguard measure taken by foreign countries to our exported goods.
