摘　　要：市场是在各种或隐或现的规则里发挥其资源配置、产生激励约束功能的,而市场机制所产生的失灵与外部性等需要政府的规制与矫正。政府规制既能增加社会发展的价值,又需要花费较大的成本。运用指数分析法和主成分分析法进行政府社会性规制绩效的测度,有利于提升政府社会性规制绩效和政府社会性规制变革的理性选择。Market can give play to resource distribution and its function of encouraging and restraining either in latent or various rules.The maket failure and externality requires the regulation and correction of government which,on one hand,increases the value of economic development and,on the other hand,needs a large cost.However,from the estimation results of the effect of social regulation in present China,by way of cost-profit analysis and index analysis of regulation effect,one can learn that how to increase ...
