摘　　要：贸易摩擦有其产生和发展的客观普遍性,国际贸易保护主义、"中国威胁论"以及中国经济转轨中的结构性缺陷等因素导致中美贸易摩擦,"轮胎特保案"是其例证。应对贸易摩擦,政府应在健全适应WTO规则的相关法律规制、建立预警机制、引导企业优化出口结构、促进行业协会建设、健全国内市场建设等方面发挥引导和协调作用。The appearance and development of the trade fraction has its objective regularity. International trade protectionism,China threat,structural defect in the China s economic transition and other factors result in trade frictions between China and America,the Tires Special Safeguard Case is evidence.
