摘　　要：广东在经济快速发展和工业化、城市化进程中,面对人口资源环境的硬约束,必须实施主动引导发展的战略转变,通过改变发展空间布局、转变经济发展模式、转变居民生活方式与引导对外合作、公平利用全球环境资源等战略措施来实现生态环境与经济社会的和谐与可持续发展.珠三角规划纲要为主动引导发展的环境战略的实施提供了一个非常重要的战略机遇.广东应在珠三角发展规划纲要的引领下,率先创出符合中国国情和环境要求的科学发展模式.In the process of industrialization and urbanization, facing up to the constraint of population, resources and environment, Guangdong should carry out a strategic change to leading development actively in the sense that we solve the environmental problems by regulating development through changing the spatial distribution of development, economic development model, life style and external cooperation.
