摘　　要：机构知识库所利用的资源的版权归属具有复杂性,版权问题制约着机构知识库的发展。国外在解决机构知识库的版权问题时采取了积极的行动,如制定国家层面的推动政策、政府积极促进机构知识库建设、编制版权政策指引工具、调整出版商版权政策、制定合理的机构知识库版权政策、通过缔结契约解决版权问题等。国外处理机构知识库版权问题的经验教训可为我国相关事业建设提供借鉴和参考。The copyright ownership of the Institutional Repositories(IR) resource has complexity,so IR is always restricted by copyright problems.There are many positive actions for dealing with copyright problems in foreign countries,such as formulating promotion policies at the national level,promoting the construction of IR by the Government,drawing up the guidance tool book for copyright policies,adjusting copyright policies of publishers,formulating the rational IR copyright policies,solving copyright problems th...
