我国内外资双“溢出”现象透析

摘　　要：改革开放以来,我国利用外资的成就举世瞩目,许多不容忽视的问题也同时相伴而来。内外资双"溢出"现象就是其中之一。所谓的内资、外资双"溢出"现象是指国内储蓄大于国内投资所产生的"存差"与外资大量流入及外汇储备剧增并存。从深层次分析,内外资双"溢出"是由于体制转型时期制度不健全引起的各种利益错位所致,因此要消除双"溢出"现象必须从制度建设着手,通过制度创新理顺各种关系。Since reform and opening up to the outside world, we have made great progress in utilizing foreign funds. But meanwhile, many problems emerged that cannot be neglected. The 'overflowing' phenomenon of both domestic and foreign funds is one of these problems. The 'overflowing' phenomenon of both domestic and foreign funds refers to the coexistence of the 'savings difference' caused by the fact that the amount of domestic savings is greater than that of the domestic investment and the drastic flowingin of foreign funds together with the great increase of foreign exchange reserve. Analyzing this problem profoundly, we may find that the overflowing phenomenon of both domestic and foreign funds results from the malposition of various interests caused by the imperfect system in the systemturning period. Thus, we must first of all construct our system, and then reorganize all kinds of relations through system innovation if we want to eradicate the 'overflowing' phenomenon of both domestic and foreign funds.
