关于户籍制度改革的思考

摘　　要：在建立社会主义市场经济的现阶段 ,现行的户籍制度明显落后于政治、经济制度的变迁 ,表现出很大的不适应性 ,户籍制度的改革势在必行。户籍制度改革可以从这几方面入手 :1.建立适应实际情况的有梯度的改革目标 ;2 .淡化户口的经济功能 ;3.完善人口的登记制度 ,实行动态管理 ;4 .全面推行小城镇户籍改革 ;5 .制定户籍法。As the current system of census register evidently lags behind the changes of political and economic systems, its reform is urgent and inevitable. Reform can be carried on through the following ways: to set up a practical and ordered target for the reform, to weaken the economic function of residence registration, to improve the residence registration system and carry out dynamic management, to push forward comprehensively the reform of residence register system, and finally to set up a residence register law.
